Whats the highest level in guildwars so dork siad it was level 20? is that true?

Yes lvl 20 is max.

the end game of course is not at lvl 20 you still have 100's of skills to collect. this is the point at which everything is balanced for pvp though so for pvp lovers like me this is where the game begins!

Level 20 is the max lvl this game is about skill not hours played. The game is far from over when you get level 20

This maybe true but doesn't it cost gold to purchase many skills once you've completed the quests for skills? With this, you will need to play hours on end farming for gold where ever you choose.

It does cost gold to buy skills/capture signets, but as long as you're not trying to juggle 2 different secondary professions, you'll make more than enough money on missions and quests to pay for it usually.

Get as many of the skills from quests as possible. I would also do all the side quests (xp reward). The sooner you hit lvl 20, you still get xp and every "level" up you get another skill points (every 20k XP past 20). In the wilds start getting pickey with what skills you want. Once you get access to the Southern Shiver Peaks area, you have the ability to capture elite skills with capture signets (1 capture signet = 1 skill point).
